There’s a lot to unwrap here. Looks like they didn’t actually issue tickets just reported that they did to equalize the data and avoid accusations and investigations into systemic racism.

Of course, there probably is systemic racism, starting with absolute posted speed limits. White people in Connecticut probably like absolute values. Others are a little more vague about such matters.
